Senator Stedman, Cochair, moved and asked unanimous consent for the adoption of the Finance Committee Substitute offered on page 2091. Without objection, CS FOR SENATE BILL NO. 243(FIN) "An Act relating to geothermal resources; relating to the royalty obligation for geothermal resources; transferring from the Department of Natural Resources to the Alaska Oil and Gas Conservation Commission 2010-04-05 Senate Journal Page 2117 authority over permitting and inspection of geothermal wells; providing for a regulatory cost charge for geothermal wells; and providing for an effective date" was adopted. Senator Bunde offered Amendment No. 1 : Page 2, line 4: Delete "and" Insert "," Page 2, line 6: Delete "after that first 10-year period" Insert "during the next 10-year period immediately after that first 10-year period, and a royalty of 3.5 percent thereafter unless a different royalty is negotiated by the commissioner and the lessee" Senator Bunde moved for the adoption of Amendment No. 1. Senator Ellis objected. The question being: "Shall Amendment No. 1 be adopted?"
